Program Manager – Small Business Underwriting Research

Job Description:

The Small Business Program Manager is expected to organize, lead, and execute significant elements of FinRegLab’s research relating to credit underwriting of minority business enterprises and small businesses, including:

  • Working with senior management to design and execute underwriting pilots, related qualitative research, and related policy analyses that will inform public policy and financial sector stakeholders about the adoption of new data sources in small business underwriting
  • Analyzing, writing about, and providing strategic advice on market and policy trends concerning minority business enterprises, small businesses, and business lenders to help guide FinRegLab’s research and policy agenda and communications with stakeholders and the media
  • Working with senior management to plan and execute outreach and engagement activities involving senior executives and officials from regulatory agencies, banks, non-bank lenders, fintechs, technology companies, advocacy organizations, and academic organizations and helping to build FinRegLab’s long-term partnerships with researchers, advocates, and industry stakeholders on business lending topics.

FinRegLab is a nonprofit innovation center that tests new technologies and data to inform public policy and drive the financial sector toward a responsible and inclusive financial marketplace. With our research insights, we facilitate discourse across the financial ecosystem to inform public policy and market practices. Our research priorities are informed through engagement with policymakers and with input from industry, academia, and advocacy organizations. We examine policy and regulatory matters that are raised by the use of new technology and data in the financial sector. Informed by our research, we facilitate dialogue across the financial ecosystem to inform public policy and market practices and to highlight opportunities for firms, regulators, and others to foster a more inclusive financial system.

Core Responsibilities

  • Take a substantial role in the design and execution of pilot programs for minority depository institutions, community development financial institutions, and similar lenders to use cash-flow or other non-traditional data sources in underwriting unsecured commercial credit, including facilitating partnerships with fintechs and providing or securing technical assistance where needed
  • Oversee stakeholder interviews and preparation of qualitative reports and other written materials relating to small business lending markets, pilots to use cash-flow or other non-traditional data sources in commercial underwriting, and related topics
  • Coordinate with empirical team members in planning quantitative assessments of lending data from pilot projects
  • Help lead and manage policy dialogue meetings that FinRegLab convenes and speak on behalf of the organization in events organized by others
  • Assist in building out FinRegLab’s partnerships with academic and research institutions as well as governments and agencies to help drive and elevate financial technology and data research relating to small business credit access.

Essential Skills and Experience

  • Graduate degree or substantial work experience in business, economics, finance, law, or related fields
  • Familiarity with the use of new technologies and data in the portion of the financial sector serving small businesses, for instance through prior project leadership, model building responsibilities, research, or other relevant professional experience
  • Excellent written language and verbal communication skills
  • Ability to work productively with other FinRegLab staff, collaborators, and external stakeholders
  • The ability to balance, prioritize, and manage competing demands and be flexible to support the team’s outcomes
  • Strong project management skills and independent judgment
  • Ability to manage teams and mentor more junior staff members
  • Genuine enthusiasm for learning and building a world-class research organization.

Salary, Benefits, and Location

Compensation will be commensurate with the overall experience level of successful applicants. Offers will include a competitive benefits package.
